Alabama Contractor License: The Two-Board System

Alabama contractor licensing uses a $100,000 general-contractor threshold, separate home-builder rules, and an Oct. 1, 2026 residential-pool exemption.

Which Alabama contractor board licenses your work?

Alabama does not issue one universal contractor license. The Licensing Board for General Contractors addresses covered general contracting, while the Home Builders Licensure Board addresses covered residential home-building and remodeling. Alabama also has a separate Plumbers and Gas Fitters Examining Board; its distinct applicant and exam path is addressed below (official board).

The biggest 2026 correction is the commercial threshold. Alabama now defines covered general contracting at $100,000 or more, including labor and materials. The General Contractors Board law page still displays a $5,000 line for swimming-pool construction (current board law summary). Effective Oct. 1, 2026, however, construction and repair of residential swimming pools are exempt from general-contractor licensing requirements (official exemption notice). The $5,000 line therefore should not be applied to post-effective-date residential pool construction or repair; ask the board how it applies to a pool scope outside that exemption.

Residential work uses a different definition. A residential home builder generally needs the state credential when covered construction, supervision, repair, or improvement work exceeds $10,000; residential roofing enters the definition above $2,500 (Home Builders Board). Determine the project type, full undertaking cost, and scope before choosing an application.

General Contractor Board: the $100,000 threshold

The General Contractors Board defines a general contractor as one who undertakes covered construction, alteration, maintenance, repair, rehabilitation, remediation, reclamation, demolition, site work, grading, or paving where the undertaking costs $100,000 or more. The calculation includes labor and materials (Alabama Licensing Board for General Contractors).

Subcontractors also need attention. The board says subcontractors performing contracts of at least $100,000 under a licensed prime contractor must be licensed before beginning work. A prime may receive a bid from an unlicensed subcontractor, but cannot let that subcontractor start covered work while unlicensed.

Use the current prime- or subcontractor application for the entity doing the work. The forms page also lists classification amendments, bid-limit increases, a line-of-credit sample, guaranty agreements, and out-of-state verification (board forms).

Home Builders Board: residential work over $10,000

The residential definition covers a person who constructs a qualifying residence for sale or undertakes, manages, supervises, assists, or consults on covered construction for another person when the undertaking exceeds $10,000. It includes repair, improvement, and reimprovement, not only ground-up construction (Home Builders Board unlicensed-builders page).

Residential roofing has the lower trigger. The statute-based board summary includes a residential roofer when the undertaking exceeds $2,500. That means a roof scope can require state licensure even when the broader residential job would sit below the $10,000 line.

The board offers Unlimited, Limited, and Roofers application paths. Do not infer the right path from the project price alone; the required experience, examination, local credential, financial proof, and permitted scope differ.

New exemptions effective Oct. 1, 2026

Act 2026-396 changed the General Contractor Law exemptions on Oct. 1, 2026. The General Contractors Board says the changes include an exemption for construction and repair of residential swimming pools plus exemptions for certain routine or regular maintenance, repair, cleaning, and facility-support services (board notice).

The board also warns that the law does not define every project that may qualify as routine or regular maintenance. Ask the board about a specific scope before bidding or starting if the exemption is material to your license decision.

Residential swimming pools need extra care because the two boards have published a transitional interpretation. The Home Builders Board says Act 2026-396 removed residential pools from the General Contractors Board but did not explicitly give the Home Builders Board new jurisdiction. Its Sept. 24 advisory says an Unlimited home-builder license holder may perform residential pool work over $10,000 until legislation, a court order, or an attorney-general opinion clarifies the issue (Home Builders Board advisory summary).

General-contractor classifications and exams

The board’s forms page lists an amendment request for adding or changing classifications, and it says every classification amendment request requires a trade exam for each classification being amended (General Contractors Board forms). Use the current classification instructions and exam bulletin for the work you intend to add.

The current testing page says applications received from Jan. 22, 2008, forward must take a trade exam as well as Business and Law (General Contractors Board testing).

Reciprocity may waive the trade portion for a qualifying applicant, but it does not waive Business and Law. Build exam time into the schedule even if another state has already approved the qualifying party. For a broader timeline check, see how long it takes to get a contractor license.

GC bid limits, financial evidence, and reciprocity

Official Rule 230-X-1-.02 says all applicants must show at least $10,000 in both net worth and working capital for the lowest bid-limit classification. Unless a license qualifies as unlimited, its maximum bid limit is no more than ten times the lesser of net worth or working capital (Alabama Administrative Code). A requested $500,000 limit therefore requires the lesser figure to be at least $50,000; the board determines the actual approved limit.

The rule allows a board-format bank line of credit to be added to working capital. It also allows a qualifying personal or parent-company financial statement with the board’s guaranty agreement to increase net worth or working capital by one bid-limit step, subject to entity-specific conditions (Alabama Administrative Code).

For prime-contractor financial statements, Rule 230-X-1-.31 says the board accepts audited, reviewed, or compiled statements prepared by an independent CPA or licensed public accountant approved by the board (Alabama Administrative Code). The chapter’s classification note says prime contractors may receive major and/or specialty classifications, while subcontractors receive specialty classifications. Because the cited financial-statement rule is expressly written for prime contractors, a subcontractor applicant should follow the current subcontractor application checklist rather than assume every prime-contractor financial-document field applies unchanged. The official forms page lists a bid-limit increase request, line-of-credit sample, guaranty agreement, and guaranty-agreement amendment (General Contractors Board forms). Budget verified application costs with the contractor license cost guide.

Alabama currently lists Arkansas, Mississippi, Louisiana, Tennessee, and North Carolina as reciprocal states. The board says a comparable license in good standing may support waiver of the trade examination after written certification, the proposed qualified individual must be the same person who qualified the reciprocal-state license, all other Alabama requirements still apply, Business and Law is not waived, and the application must be in the Alabama office for 30 days before issuance through reciprocity (board reciprocity page).

Unlimited, Limited, and Roofers home-builder licenses

The Home Builders Board publishes three application tracks:

  • Unlimited: Pass the Alabama Business and Law exam with 70 and the Alabama Skills exam with 66.
  • Limited: Provide a qualifying contractor business or occupational license currently held, or held within the year before application.
  • Roofers: Use the qualifying local-license path and provide the required surety bond.

Unlimited and Limited applicants must have a current credit report sent directly to the board by a credit-reporting agency. A Roofers applicant instead has a $10,000 license and permit bond sent directly by the surety with the board named as obligee (Home Builders Board licensing instructions).

Entity applicants have extra records. Corporations, limited-liability companies, and limited partnerships provide Alabama Department of Revenue compliance evidence and qualifying-representative minutes; foreign entities also provide Alabama Secretary of State existence documentation.

Trade credentials remain separate

Alabama operates a separate Plumbers and Gas Fitters Examining Board. Its official site maintains its own applicant, examination, reciprocity, law-and-rules, renewal, and business sections (Alabama Plumbers and Gas Fitters Examining Board).

If the company will self-perform plumbing or gas fitting, verify that separate board’s current credential and business requirements instead of treating a general-contractor or home-builder application as the plumbing application. The Alabama plumbing license guide organizes that board’s path and links readers back to its official materials.

Keep the conclusion narrow: this official source establishes a separate Alabama plumbing and gas-fitting board and application path. For any other regulated trade in a mixed-scope project, identify the responsible agency and verify its requirements directly.

Frequently Asked Questions

Do I need an Alabama general-contractor license for a $50,000 commercial job?

A typical non-pool commercial undertaking at $50,000 is below the General Contractors Board’s current $100,000 general threshold. Pool scope outside the Oct. 1 residential exemption can still trigger the board’s separately published $5,000 line. Residential pool construction and repair are exempt from general-contractor licensing effective Oct. 1, 2026. Check separate trade and local requirements. (General Contractors Board law page; official exemption notice)

When does residential remodeling require a home-builder license?

Covered residential construction, supervision, repair, or improvement generally triggers above $10,000; residential roofing triggers above $2,500. (Home Builders Board)

Which states have Alabama general-contractor reciprocity?

The board lists Arkansas, Mississippi, Louisiana, Tennessee, and North Carolina. Business and Law is not waived. (reciprocity page)

Are residential swimming-pool contractors exempt after Oct. 1, 2026?

Effective Oct. 1, 2026, Act 2026-396 exempts residential pool construction and repair from the General Contractors Board, so its published $5,000 pool line does not govern that exempt residential work after the effective date. The Home Builders Board says the act did not explicitly give it pool jurisdiction and has issued interim guidance for Unlimited licensees on work over $10,000. (official exemption notice; Home Builders Board advisory)

Can I get an Alabama home-builder license without an exam?

The Limited and Roofers application paths use a qualifying municipal, township, or county contractor license instead of the Unlimited exams. Other application and financial requirements remain. (Home Builders Board instructions)

A note on the residential-pool transition

This is an active interpretive gap, not a clean handoff between boards. The Home Builders Board says it does not have explicit residential-pool jurisdiction after Oct. 1, 2026, because the new act removed General Contractors Board jurisdiction without creating new Home Builders Board authority. The same advisory says an Unlimited home-builder licensee may perform residential pool construction, installation, or repair over $10,000 until later legal guidance arrives (official advisory summary).

Do not compress that into “pools are unlicensed.” Permit offices, local business rules, trade scopes, and future legal guidance still matter. Save the board response you receive for the project file.
