Hawaii Plumbing License: PJ, PM, and C-37

Compare Hawaii’s PJ and PM individual plumber licenses with the C-37 plumbing contractor classification, including scope, experience and renewal.

Who licenses plumbers and plumbing contractors in Hawaii?

Hawaii’s plumbing path uses two boards and three different credentials. The Board of Electricians and Plumbers licenses individuals as Journey Worker Plumbers (PJ) and Master Plumbers (PM). Hawaii Revised Statutes §448E-4 lists both credentials among the licenses the board may grant and renew. (HRS §448E-4)

The Contractors License Board handles the contractor side. The official Contractors License Board classification document lists C-37 as the Plumbing contractor classification. PJ and PM show an individual’s licensed plumbing role under Chapter 448E; C-37 is a separate specialty-contractor classification that defines the plumbing work within the contractor license’s authority. It is not the next individual-plumber rank after PM.

Decide which question you are answering: qualifying a person to perform and supervise plumbing work, or licensing the contractor that offers classified plumbing work. Our Hawaii contractor-license guide explains the Contractors License Board’s general structure.

PJ, PM, and C-37 serve different roles

Credential Licensing role Practical meaning
PJ — Journey Worker Plumber Individual license May perform plumbing work and direct and supervise its performance
PM — Master Plumber Individual license May perform, direct and supervise plumbing work; provides overall supervision and is responsible for proper installation
C-37 — Plumbing contractor Contractor specialty classification Covers the complete plumbing-system work stated in the Contractors License Board’s classification description

Hawaii law defines a journey worker plumber as a board-licensed person who may perform plumbing work and direct and supervise its performance. It defines a master plumber as a board-licensed person who also provides overall supervision and is responsible for proper installation. (HRS §448E-1)

By contrast, the Board’s classification document places C-37 under the “C” specialty-contractor classifications. That is why a PM and a C-37 answer different questions: PM is the higher individual plumber credential, while C-37 is the contractor classification for the business side. The related Hawaii electrician-license guide shows the same need to separate individual trade authority from contractor licensing.

What work does the Hawaii C-37 classification cover?

The official C-37 description authorizes installing, repairing or altering complete plumbing systems, including supply-water, hot-water, wastewater, fuel-gas and other fluid-piping systems, along with the related equipment, backflow prevention assemblies, instrumentation, non-electric controls, fixtures and specified venting. The hot-water scope includes heat-pump water heaters and hot-water supply boilers with heat input of 200,000 BTU/h or less.

The same description includes piping for vacuum, air and medical-gas systems; spas and swimming pools; lawn sprinklers and irrigation; sewer lines and related sewage-disposal work within property lines; qualifying fire-protection sprinkler work; solar hot-water heating; and connected trenching, backfilling, patching and surface restoration.

The classification document separately lists C-37a through C-37f for sewer and drain lines, irrigation and lawn sprinklers, vacuum and air systems, water chlorination and sanitation, treatment and pumping facilities, and fuel dispensing. Do not treat a narrower subclassification as interchangeable with the full C-37 scope.

PJ and PM experience requirements

For the PJ examination, an applicant must provide satisfactory evidence of at least five years of full-time experience or its equivalent, but not less than 10,000 hours, as a journey worker’s or master plumber’s helper. (HRS §448E-5)

For the PM examination, an applicant must have been registered with the board as a journey worker plumber for at least two years or have equivalent experience in the trade. (HRS §448E-5)

The Board of Electricians and Plumbers has authority to examine applicants and licensees to determine their qualifications before issuance or renewal. (HRS §448E-4) Build the record around dates, hours, role, supervising licensee, and license jurisdiction. Our experience-verification guide shows how to make a chronology that a licensing reviewer can audit.

PJ and PM renewal cycle and posted fees

Hawaii law puts plumber licenses on a three-year renewal cycle. It also says failure to pay the renewal fee or meet the continuing requirements before the renewal date causes forfeiture, with restoration available by written application within one year if the stated conditions are met. (HRS §448E-8)

The Board of Electricians and Plumbers currently lists the plumber cycle as June 30 in 2027, 2030, and 2033, with an on-time renewal price of $306 for active status and $12 for inactive status. (Hawaii DCCA Board of Electricians and Plumbers)

These are renewal amounts, not a complete first-application budget. Use the current application and examination instructions for the fees and deadlines that apply when you file.

A clean application sequence

  1. Choose the individual credential. Apply for PJ if you are qualifying as a journey worker; use PM only after satisfying the statutory journey-worker or equivalent-experience condition.
  2. Build the experience file. Reconcile dates and hours before asking supervisors or licensing jurisdictions for verification.
  3. Use the current board form. The Board of Electricians and Plumbers page links application forms, requirements, fees, deadlines, exam dates, status checks, laws, and rules. (Hawaii DCCA Board of Electricians and Plumbers)
  4. Complete board review and examination steps. Do not schedule business commitments around an assumed approval date.
  5. Confirm issuance before practicing. Exam eligibility, passing an exam, and holding an active license are separate checkpoints.
  6. Calendar renewal. Record the three-year cycle and verify current fees when the renewal window opens.

Keep the experience chronology, verification forms, board correspondence, exam records, and license status together. The applicant name, dates, hours, role and supervising licensee should describe one coherent record.

If the goal is contracting, add a separate C-37 workstream. The Contractors License Board page separates entity, responsible managing employee and sole-proprietor license types and links its classification descriptions, application materials, deadlines, laws and rules. Match the applicant structure and requested C-37 classification to those current instructions rather than treating PJ or PM issuance as contractor approval.

How Hawaii treats out-of-state experience

An out-of-state plumbing credential does not by itself authorize plumbing work in Hawaii. HRS §448E-9 prohibits a person from acting or holding out as a journey worker plumber or master plumber without a license obtained under Chapter 448E. (HRS §448E-9)

Out-of-state history can still matter to eligibility. The PM rule allows at least two years as a board-registered journey worker plumber or equivalent experience in the trade. That is an evidence route, not portable practice authority. Submit the current board application and let Hawaii determine equivalence and examination eligibility. The contractor-license reciprocity guide explains why experience credit, exam treatment, and authority to work are three different questions.

Hawaii plumbing license FAQ

What is a Hawaii PJ license? PJ is the Journey Worker Plumber credential. Hawaii law defines the role as a licensed person who may perform plumbing work and direct and supervise its performance.

How much experience does a Hawaii PJ applicant need? The statute requires at least five years of full-time experience or its equivalent, but no fewer than 10,000 hours, as a journey worker’s or master plumber’s helper.

How do I qualify for the PM exam? The statute requires at least two years registered with the board as a journey worker plumber or equivalent experience in the trade.

How is C-37 different from PJ and PM? PJ and PM are individual plumber credentials under the Board of Electricians and Plumbers. C-37 is the Contractors License Board’s Plumbing contractor classification; it covers the complete-system work described in the Board’s classification document.

How often do Hawaii plumber licenses renew? Every three years. The board currently lists June 30 renewal years of 2027, 2030, and 2033 for plumbers.

Can an out-of-state plumber work immediately in Hawaii? No. An out-of-state credential does not itself authorize Hawaii work. Apply under Hawaii’s process and document any experience offered as equivalent.
