Two boards, with a 2027 transition
As of September 30, 2026, the State Plumbing Board of Louisiana (SPBLA) still publishes and administers the individual plumber-licensing process. But the board structure is changing. SPBLA says Act 908 of the 2026 legislative session transfers plumbing licensing and regulatory authority to the Louisiana State Licensing Board for Contractors (LSLBC), with the transfer fully effective January 1, 2027. The SPBLA transition notice also says the plumbing board relocated to the LSLBC address on September 1, 2026. Read the current SPBLA transition notice.
That means applicants need to distinguish the rule in force now from the agency that will administer it next. Use the current SPBLA application and exam instructions before January 2027, but check the transition notices before filing or mailing anything. The contractor side already sits with LSLBC and remains project-type and dollar-threshold dependent.
For the career path itself, start with apprentice registration, then choose the Residential Plumber Limited or Journeyman route based on scope. Master comes after journeyman or through the listed professional-engineer route. The general plumbing-license path explains how those common tiers fit together nationally.
Louisiana plumbing-license tiers
| Credential | Current qualification or limit | Practical role |
|---|---|---|
| Apprentice | Register with SPBLA; work for a master company under direct on-the-job supervision | Entry status for plumbing or natural-gas work. |
| Residential Plumber Limited | 3,000 indentured or 4,000 unindentured hours; exam | Repairs to existing residential systems in one- and two-family dwellings under a Louisiana master plumber. |
| Journeyman Plumber | 7,000 indentured or 8,000 unindentured hours; written and practical exams | Installation, repair, and maintenance under direct or indirect master-plumber supervision. |
| Master Plumber | Current journeyman license or qualifying professional-engineer license; three-part exam | May perform plumbing work and employ apprentices and journeymen; active status connects to an employing entity. |
| WSPS and medical gas | Base license or certification prerequisites vary | Specialty work requiring separate endorsement or license. |
SPBLA says every unlicensed person performing plumbing or natural-gas work in Louisiana must first register as an apprentice. The board requires the apprentice to work for a master company under direct, on-the-job supervision.
The Residential Plumber Limited tier is not a full journeyman substitute. SPBLA limits it to repairs of existing residential plumbing systems in one- and two-family dwellings under the employment and direction of a licensed Louisiana master plumber. The board publishes a 3,000-hour path for indentured apprentices and a 4,000-hour path for unindentured apprentices. Both hour tracks appear on the current license page.
The current journeyman path
SPBLA requires a currently registered indentured apprentice to document 7,000 supervised hours and a currently registered unindentured apprentice to document 8,000 supervised hours. The board publishes both hour tracks on its license page.
The current journeyman route has two hour tracks:
- Indentured apprentice: stay enrolled in a Louisiana Workforce Commission-approved apprenticeship, remain registered with SPBLA, and document 7,000 hours.
- Unindentured apprentice: remain registered with SPBLA and document 8,000 hours.
- Apply at least 30 days before the exam: submit the notarized application, supporting documents, and current fee.
- Pass both portions: the current exam includes an 80-question, three-hour written test and a one-hour practical.
- Complete initial licensing and renew annually: the board publishes a separate initial-license fee and continuing-education requirement.
SPBLA estimates that most indentured apprentices become exam-eligible in 3.5 years and most unindentured apprentices in four years. The board bases those estimates on 7,000 and 8,000 supervised-hour requirements. This corrects the older four-to-five-year generalization; actual timing still depends on documented hours and program status.
The current journeyman exam uses the 2021 International Plumbing Code and 2021 International Residential Code for the written portion. SPBLA lists floor-plan, screw-pipe, and copper projects for the practical portion. The published application total is $135, consisting of a $125 exam fee and $10 processing charge. The initial license fee after passing is $50.
Payroll records and W-2s matter. The board says an employer letter alone is not accepted for Residential Plumber Limited hours, and it rejects 1099s because the applicant must be employed by a master company. Build the hour file as you work instead of reconstructing it at exam time.
Master plumber qualification and status
A master applicant must hold either a current Louisiana journeyman plumbing license or a current qualifying professional-engineer license. SPBLA lists those as the two routes to the master examination. The page does not publish a separate minimum number of post-journeyman years.
The current master exam has three written parts: plumbing code, sanitary-code sewage disposal, and business/law/project management. The board publishes a $110 application fee. After passing, the applicant can choose active status for $190 and associate with an existing plumbing company or provide insurance for a new company, or choose inactive status for $40.
For journeyman plumbers, SPBLA currently reciprocates only with Arkansas and Texas. Another valid state plumbing license may support eligibility to take the Louisiana journeyman exam if it was obtained with at least 8,000 hours. See the current SPBLA journeyman rules.
SPBLA says it does not reciprocate master plumber licenses. Its license page directs reciprocity questions for plumbers to the journeyman route instead. An out-of-state master should not assume the title transfers; the current Louisiana prerequisites and exam still control unless a transition rule says otherwise.
Active masters renew annually by December 31 and complete five hours of continuing professional education. SPBLA also says each company must have one designated Responsible Active Master Plumber. That person is responsible for current insurance records and employing-entity compliance.
When the LSLBC contractor rules apply
An SPBLA credential answers who may perform and supervise plumbing. LSLBC rules answer when the contractor also needs a commercial, residential, or home-improvement credential for the project.
LSLBC requires a commercial license for electrical, mechanical, or plumbing projects exceeding $10,000, including labor and materials. The same page sets a $50,000-or-more threshold for general commercial projects and commercial specialty trades. LSLBC publishes a residential-license trigger for residential construction exceeding $50,000, including labor and materials. It also lists home-improvement projects on existing residential structures exceeding $50,000. The page separately defines home improvement as covered work on a preexisting residence with a project value of $7,500 or more.
Do not collapse those figures into one universal plumbing threshold. Identify whether the proposal is commercial plumbing, residential construction, or home improvement; total labor and materials as the applicable rule requires; then match the business credential and classification. The Louisiana contractor-license guide covers LSLBC exams, financial requirements, and classifications. The contractor license cost guide helps budget the two-board process.
Insurance is also part of active-master compliance. SPBLA requires active master plumbers to maintain certificates for general liability, workers compensation, and service-vehicle liability. Its insurance page explains the annual affidavit route when an employing entity is exempt from workers compensation coverage.
Louisiana plumbing-license FAQ
Who issues Louisiana plumber licenses in 2026?
SPBLA still administers the current individual-license process. Its site says licensing and regulatory authority will transfer fully to LSLBC on January 1, 2027 under Act 908.
How many hours are required for the journeyman exam?
A registered indentured apprentice needs 7,000 supervised hours. A registered unindentured apprentice needs 8,000 supervised hours.
Is there a license between apprentice and journeyman?
Yes. Residential Plumber Limited has a 3,000-hour indentured or 4,000-hour unindentured route and a narrower residential-repair scope under a master plumber.
Can an out-of-state plumber transfer a license?
SPBLA currently reciprocates journeyman licenses with Arkansas and Texas. Another state license may support exam eligibility if it was obtained with at least 8,000 hours and the board approves it. Master licenses do not reciprocate.
When does an LSLBC license enter the picture?
LSLBC says commercial electrical, mechanical, or plumbing projects exceeding $10,000 including labor and materials require a commercial license. Residential and home-improvement work follows separate published thresholds.
Does an active master plumber need insurance?
Yes. SPBLA requires current general-liability, workers-compensation, and service-vehicle liability records, subject to its published exemption and affidavit rules.
