Does Nebraska have a statewide plumbing license?
Direct answer: Nebraska uses local plumbing licenses, not one statewide plumber license. State law creates plumbing boards at the city or village level, and the license described by that law authorizes work in the issuing city or village. Your required credential therefore depends on the project address.
Nebraska Revised Statute 18-1901 establishes plumbing boards for cities and villages, with different board rules by municipal class. Nebraska Revised Statute 18-1907 says a plumbing board issues a license authorizing the applicant to do plumbing “in such city or village.” Nebraska Revised Statute 18-1910 makes a proper license mandatory in a city or village that has established a plumbing board.
That local license is separate from statewide contractor registration. The rest of this guide uses Lincoln as a documented local example rather than pretending its rules apply everywhere in Nebraska.
Statewide contractor registration is a separate filing
The Nebraska Department of Labor says the Nebraska Contractor Registration Act requires contractors and subcontractors doing business in Nebraska to register. NDOL also says this registration does not ensure work quality or protect against fraud, so it is not a substitute for the local plumbing credential.
NDOL defines a contractor as a person or business, including a subcontractor or general contractor, that performs or arranges work on real property other than its own. A contractor using more than one business name must obtain a separate registration number for each name. Contractors with one or more employees must provide a current Workers’ Compensation Certificate of Insurance naming NDOL as certificate holder.
The annual contractor-registration fee is $40 effective August 1, 2026. First-time applicants create a contractor-registration profile; existing registrants renew in their existing profile. For the larger state filing picture, see our Nebraska contractor license guide.
How Nebraska’s local plumbing-license model works
Nebraska’s statutes explain why an address-first check matters. Section 18-1904 directs the local plumbing board to adopt rules for examining people who want a license to perform plumbing within the city or village. Section 18-1909 says original and renewal plumbing licenses last one or two years, as determined by the plumbing board.
The state framework is not a universal Nebraska fee sheet or experience table. Each participating municipality administers its own license process within that framework. The clean workflow is to identify the permit authority for the exact address, then use that authority’s current credential classes, applications, exam schedule, fees, and renewal rules.
Lincoln is the detailed example below because its Building and Safety pages publish the operating requirements. Do not copy Lincoln’s numbers into an Omaha or rural bid without checking the office that controls that job.
Lincoln license classes, exams, fees, renewal, and CE
Lincoln publishes four plumbing registration classes: Plumbing Master Contractor, Master, Journeyman, and Apprentice. The Lincoln trade-registration page lists yearly registration fees of $250 for Plumbing Master Contractor, $75 for Master, $50 for Journeyman, and $25 for Apprentice. Apprentices may apply at any time; new journeyman and master-contractor applicants must pass the required exams before applying for a license.
Lincoln’s renewal period runs from March 1 through May 31. The same city page says a Master Plumber Contractor or Master Plumber needs 10 CEU hours for renewal, while a Journeyman Plumber needs 6 CEU hours. Missing renewal by May 31 ends authorization for certain plumbing work in Lincoln; failure to renew within 60 days after expiration causes revocation and requires retaking required examinations.
The Lincoln exam page requires the exam application and filing fee by 4 p.m. CST at least two weeks before the exam date. It lists exam payments of $208 for Plumbing Master and $183 for Plumbing Journeyman. Lincoln links separate journeyman and master requirement sheets, so applicants should use the sheet for their class rather than assume the two paths have the same prerequisites.
Our broader plumbing license guide explains how to organize work history, training, and exam records before filing.
Application process: start with the address
Use this due-diligence order:
- Identify the office that controls plumbing or building permits for the project address.
- Ask that office whether the scope requires a trade registration, contractor credential, qualifier, exam, bond, insurance filing, or permit.
- Save the office’s current forms and document list.
- If the business falls within NDOL’s contractor definition, register or renew under the exact business name used on contracts.
- Complete only the jurisdiction-specific steps the controlling office identifies.
- Ask that office when a permit is required and who may obtain it.
The NDOL page directs first-time applicants to create a contractor-registration profile and existing registrants to renew through that profile. The remaining steps are a verification workflow, not a claim that every Nebraska jurisdiction uses Lincoln’s process.
Lincoln contractor insurance, permits, and inspections
Lincoln separates the individual trade registration from contractor and permit administration. The city’s bond and insurance page requires every contractor pulling permits to provide a certificate of liability insurance and an endorsement page showing the City of Lincoln as additionally insured. The page does not publish a dollar coverage limit, so this guide does not invent one.
The Lincoln plumbing-contractor page says plumbing permits are valid for 120 days from issuance and may be extended by written request to Building and Safety. It also says the Master Contractor must complete annual registration online. The page states that every permit has a minimum $35 fee and additional fees may apply.
Lincoln requires inspection before permitted work is concealed and again when installation is complete. That sequencing matters: a trade card, contractor file, permit, and inspection record are separate pieces of evidence, not interchangeable approvals.
What it actually costs
There is no honest single “Nebraska plumbing license cost.” Budget by layer and jurisdiction.
| Item | Published amount or timing | Scope |
|---|---|---|
| NDOL contractor registration | $40 annually, effective August 1, 2026 | State contractor filing |
| Lincoln Plumbing Master Contractor registration | $250 yearly | Lincoln |
| Lincoln Master registration | $75 yearly | Lincoln |
| Lincoln Journeyman registration | $50 yearly | Lincoln |
| Lincoln Apprentice registration | $25 yearly | Lincoln |
| Lincoln Plumbing Master exam payment | $208 | Lincoln |
| Lincoln Plumbing Journeyman exam payment | $183 | Lincoln |
| Lincoln plumbing permit | $35 minimum, plus possible additional fees | Lincoln |
The registration, exam, permit, insurance, and continuing-education obligations are separate. For scheduling, allow at least two weeks before a Lincoln exam for the normal application deadline, then leave time for result processing, license application, contractor setup, permit issuance, and inspections.
Reciprocity and portability
The official sources reviewed for this guide do not publish a Nebraska-wide plumbing reciprocity program. That fits the statutory structure: the state statute places examination and licensing with the city or village plumbing board, and the resulting license is framed as authority to work in that jurisdiction.
Do not assume a Lincoln card automatically authorizes work elsewhere. Give the destination authority your current credential, expiration date, examination record, work history, and continuing-education record. Ask whether it recognizes any of those items and which local application or exam still applies.
The same caution works in reverse. A prior credential may be useful evidence, but the office controlling the new project address decides what its own process accepts.
