New Jersey Plumbing License: The Master Plumber Path

New Jersey master plumber license requirements: apprenticeship or degree route, 1,200 NJ journeyman hours, three exams, fees, bond, renewal, and CE.

The short answer: the Master Plumber license is the goal

New Jersey uses a state Master Plumber license, with apprentice and journeyman registration underneath it. The current fee rule labels apprentice and journeyman as registration and separately lists initial and renewal fees for the license. N.J.A.C. 13:32-5.1

That wording matters. A registered journeyman is not the same as a licensed master plumber. The master license is the credential tied to independent license authority, permits, the pressure seal and service as the bona fide representative of a plumbing contractor.

The New Jersey Office of Administrative Law provides public access to a semi-monthly updated version of the New Jersey Administrative Code. New Jersey OAL code access For the Board publication itself, use the State Board of Examiners of Master Plumbers statutes-and-regulations page; the section links below provide searchable text for each cited rule.

Apprentice, journeyman and master are not interchangeable

The Board fee schedule lists apprentice registration at $50. It lists journeyman registration at $75 without prior registration and $50 with prior registration. N.J.A.C. 13:32-5.1 Those registrations document where you are in the pipeline; they do not replace the Master Plumber license.

The practical sequence is:

  1. Complete the education and field path that fits you.
  2. Complete the required New Jersey journeyman experience.
  3. Obtain Board approval and pass all three examination parts.
  4. Submit the bond, pressure-seal application and licensing fee.
  5. If you represent a plumbing contractor, comply with the bona fide representative and supervision rules.

Two qualifying experience routes

The standard route requires a four-year apprenticeship approved by the U.S. Department of Labor, followed by one year of practical hands-on experience as a journeyman plumber in New Jersey totaling at least 1,200 hours. N.J.A.C. 13:32-2.2

The degree route requires a bachelor’s degree in mechanical, plumbing or sanitary engineering from an accepted accredited institution, followed by one year of practical hands-on experience as a journeyman plumber in New Jersey totaling at least 1,200 hours. N.J.A.C. 13:32-2.2 Both routes also include the propane-services education described by the rule.

Do not count office time as field time. The rule says practical hands-on experience does not include managerial tasks such as supervising, engineering or estimating. N.J.A.C. 13:32-2.2 Build the record while supervisors and project details are still available; our experience-verification guide explains how to organize dates, duties and attestations.

Three exam parts, 70 on each

The examination has three parts: a written National Standard Plumbing Code exam as adopted by New Jersey, a practical exam, and a written exam on the laws and regulations governing the occupation and business of plumbing. N.J.A.C. 13:32-2.3 An applicant needs a minimum grade of 70 in each part.

The exams are prepared and administered by a third-party vendor, but only the Board grants the license. The rule says examinations are held at least four times annually. N.J.A.C. 13:32-2.3 The Department of Community Affairs identifies the Uniform Construction Code as N.J.A.C. 5:23 on its current codes page. New Jersey DCA

Timing has two traps. If you do not sit within two years after first approval, the application is treated as abandoned and closed. If you do not pass every section within five years after first approval, the same result applies.

Application, fees, bond and pressure seal

Use this order:

  • Finish and document the applicable experience route.
  • Apply for Board approval to test.
  • Pass all three exam parts.
  • Submit the $3,000 surety bond, a completed pressure-seal application and the licensing fee. The licensure rule requires all three after a passing examination. N.J.A.C. 13:32-2.5
  • Pay the current Board charges that apply to your filing. The regulatory schedule lists a $100 application fee without prior registration or $50 with prior registration; the initial license fee is $160 in the first year of a biennial period or $80 in the second, and the initial pressure seal is $25. N.J.A.C. 13:32-5.1

Vendor exam charges are not listed in that Board fee schedule, so do not treat the amounts above as the entire testing budget. The contractor-license timeline guide can help you separate experience time from application and exam scheduling.

What changes when you represent a plumbing contractor

A bona fide representative may represent only one plumbing contractor and must maintain a place of business in New Jersey. N.J.A.C. 13:32-3.3 The role is not a paper designation. The representative must secure required permits, supervise work under the rule and maintain the required contact or on-site supervision based on worker status.

The pressure seal also stays with the licensed master plumber. The rule requires the licensed master plumber to impress it on all plumbing-permit applications and prohibits unauthorized use. N.J.A.C. 13:32-4.1

Renewal and continuing education

Licenses renew biennially, and the renewal applicant must attest that the continuing-education requirement was completed during the prior biennial period. N.J.A.C. 13:32-2.6 The current fee schedule lists a $160 biennial renewal fee and a $50 late fee. N.J.A.C. 13:32-5.1

The continuing-education rule requires five credits in an approved course per biennial period, but exempts licensees applying for their first biennial renewal. N.J.A.C. 13:32-6.1 Keep attendance records for four years.

Out-of-state applicants: start with the governing sources

This guide does not claim that New Jersey offers reciprocity or endorsement based on another state’s license. An out-of-state applicant should check the current statute and official code access linked by the Board before relying on prior credentials. Keep license verifications and detailed experience records ready for whatever application route the current official materials establish.
