Where do you start with plumbing licensing in New York?
The official records verified for this guide establish separate local processes, not a universal application path. New York City administers a Licensed Master Plumber application through its Department of Buildings. Review the NYC program. Nassau County Consumer Affairs separately publishes local license renewal requirements. Review the Nassau process.
Start with the work address and identify the city, county, town or village authority that regulates it. Do not treat the NYC or Nassau process as proof of what another locality requires, and do not infer a statewide rule from two local pages.
Use this guide for the verified NYC path and for a repeatable authority-check process elsewhere. If you are still choosing a trade path, start with how to get a plumbing license; then replace its general steps with the rules of the authority controlling the New York job.
Why the work address comes first
A local license may regulate the individual, the business, or both. A separate permit or registration may still attach to each project. Do not assume that passing an exam in one city answers another locality’s ownership, insurance, permit-filing or renewal requirements.
This local structure resembles the state’s New York electrician license and broader New York contractor licensing patchworks: identify the authority before collecting hours or paying an exam vendor.
For each planned service area, record:
- licensing authority and credential name;
- individual versus business applicant;
- experience and exam rules;
- allowed scope and who may file permits;
- ownership, office and insurance requirements;
- initial, renewal and late fees; and
- whether the locality recognizes any outside credential.
Get the answer from the current official page or licensing office. Silence on a county page is not proof that no city, village, utility or permit rule applies.
NYC Licensed Master Plumber: exams, experience and business
NYC candidates must first pass both a written and practical exam before submitting the background application. The official DOB page currently lists a $585 written-exam fee and a $530 practical-exam fee. Check the current NYC instructions before paying.
The principal experience route requires seven years of qualifying experience within the 10 years before application under the direct and continuing supervision of a Licensed Master Plumber in the United States. At least two years must be experience as a registered journeyman plumber. The page also lists alternative education and inspection-credit routes, so match your record to the exact route rather than assuming everyone needs the same seven years.
The background package is document-heavy. DOB calls for supervisor-signed Experience Verification Forms and a detailed Social Security earnings history for the claimed years. Human Resources or the applicant cannot complete the experience form. Build that evidence while supervisors and payroll records remain available; our experience-verification guide explains why retrospective reconstruction is risky.
Business eligibility is another gate. DOB says a license applicant must be an officer, partner or sole proprietor, and the business must have a compliant New York City location. Its corporation instructions generally require the applicant to hold at least 51% interest unless the combined controlling interest of licensees reaches 51%. Master Plumber businesses must also provide the insurance documents specified by DOB.
Outside NYC: verify the actual local program
Outside the five boroughs, do not copy NYC’s seven-year pathway into a local application. Start again with the county, city, town or village that regulates the work.
Nassau County’s current renewal page requires a completed application and payment. It also requires valid business liability insurance. The page requires workers’ compensation evidence for employees or an exemption form when there are no employees. It also applies its own late-fee and late-renewal rules. Review Nassau County’s live instructions. That is a local consumer-affairs process, not an NYC DOB license renewal.
This article does not claim that every New York locality has the same tiers, experience gate or reciprocity rule. Ask each authority whether it licenses a master, journeyman, contractor business, or some combination; whether a county credential covers incorporated municipalities; and whether a local registration is required even when an outside credential is accepted.
A locality-first licensing checklist
- Map the job address to every authority. Check county, city, town and village boundaries rather than relying on a mailing address.
- Identify the credential holder. Determine whether the applicant is the plumber, a qualifying owner, or the contracting entity.
- Download the current rules and forms. Save the version and date used for planning.
- Confirm experience before paying. Ask which supervisors can verify it, what dates count, and whether payroll or earnings records are mandatory.
- Separate exam and license charges. NYC currently charges separately for the written and practical exams; another locality may package costs differently.
- Check business controls. Verify ownership, office, insurance, workers’ compensation and trade-name rules.
- Ask about outside credentials in writing. Do not call a local card “reciprocal” unless the receiving authority says what it waives.
- Track permits separately. A personal or business license may not itself authorize a specific installation without permits and inspections.
- Calendar local renewals. Keep license, insurance and workforce documents aligned.
FAQ
Where should I start with plumbing licensing in New York?
Start with the city, county, town or village controlling the work address. This guide verifies the NYC Licensed Master Plumber path and Nassau County renewal controls; another locality may use a different authority and process.
What does NYC require before the master plumber background application?
Candidates must pass the written exam and then the practical exam. The current DOB page lists $585 for the written exam and $530 for the practical exam.
How much experience does the main NYC route require?
The main route is seven years of qualifying experience within the prior 10 years under a Licensed Master Plumber, including at least two years as a registered journeyman plumber. DOB also lists alternative routes.
Does an NYC license automatically work elsewhere in New York?
Do not assume so. Ask the receiving authority whether it recognizes the credential, what it waives and what local business or permit registration still applies.
What records should an NYC applicant preserve?
Preserve supervisor contacts, project and employment dates, license information and payroll records. DOB requires supervisor-signed experience forms and detailed Social Security earnings history for claimed years.
