How do you get an Oklahoma plumbing license?
Direct answer: Oklahoma plumbers move through the Construction Industries Board (CIB) system from registered apprentice to journeyman, then to contractor if they want to contract plumbing work.
All plumbing helpers doing plumbing work must be registered and directly supervised by a licensed journeyman or contractor, with no more than three apprentices per supervising licensee. CIB apprentice requirements
Hours worked as a registered apprentice count toward the verifiable experience required to become a journeyman. CIB apprentice requirements
That makes registration the first practical step, not paperwork to fix later. If you are comparing another trade overseen by the same board, our Oklahoma electrician licensing guide explains that separate path.
Apprentice, journeyman, and contractor path
The licensing ladder has three working levels:
- Apprentice: Register before performing plumbing work, work under direct supervision, and keep your own record of hours. CIB says the contractor must, and the apprentice should, keep an account of the apprentice hours worked each year. CIB plumbing FAQ
- Journeyman: Apply for CIB approval, meet the experience route, pass the required exam, and continue working under a licensed plumbing contractor.
- Contractor: Meet the journeyman-level requirements, document another year of plumbing experience, complete the contractor testing path, and activate the license with bond and insurance filings.
Journeyman exam applicants must be at least 18 and generally need three years of plumbing-trade experience while employed by a licensed plumbing contractor. CIB journeyman requirements CIB also lists equivalent verifiable military experience or a current out-of-state plumbing license in good standing as alternate qualification routes. CIB journeyman requirements
A licensed plumbing journeyman must perform plumbing work under a licensed plumbing contractor. CIB journeyman requirements A contractor applicant must meet the journeyman requirements and add one year of plumbing-trade experience. CIB contractor requirements
Unlimited and residential plumbing classifications
Oklahoma currently offers four examined plumbing classes: unlimited journeyman, unlimited contractor, residential journeyman and residential contractor. The current CIB application includes all four selections, and the current Chapter 30 rules define both residential classes.
| Class | Scope and role | Qualification path |
|---|---|---|
| Unlimited Journeyman | Performs residential, commercial and industrial plumbing under a licensed contractor | General journeyman route: age 18 and generally three years of qualifying experience, subject to approved alternatives |
| Unlimited Contractor | Contracts, supervises and performs within the unlimited category | Journeyman-level requirements plus one additional year and both contractor exam portions |
| Residential Journeyman | Installs plumbing for detached one- or two-family dwellings and townhouses no more than three stories high with separate egress; cannot contract or furnish labor/materials | General journeyman examination qualifications, then the residential journeyman exam |
| Residential Contractor | Contracts, supervises and performs within the residential category | Residential journeyman examination requirements plus one additional year and both contractor exam portions |
A residential journeyman working on commercial or industrial plumbing does so as an apprentice. Neither residential class may work beyond its license limit except while working as an apprentice under direct supervision of an unlimited journeyman or unlimited contractor. That makes the residential class a narrower credential, not a shortcut to unlimited scope.
Experience records and education credit
Approved education can reduce part of the experience requirement, but it does not erase the need for a documented path. An approved associate degree or Career Tech plumbing program with at least 1,000 classroom hours may substitute for two years of experience. CIB journeyman requirements An approved Career Tech plumbing program with at least 500 classroom hours may substitute for one year of experience. CIB journeyman requirements
CIB says the educational hours must be actual classroom hours documented by a transcript. CIB contractor requirements Keep apprentice registrations, employer dates, hours, contractor license numbers, military records where applicable, and school transcripts together. The application is easier to defend when the record was built as the work happened.
PSI exam parts, passing score, retests, bond and insurance
Testing sequence: CIB must approve the application before an applicant contacts PSI to schedule. (CIB journeyman requirements) The application says every applicant takes the applicable Oklahoma plumbing trade exam, while contractor applicants also take Plumbing Business and Law. (CIB plumbing application)
The September 11, 2026 PSI candidate bulletin gives the exam names, lengths and passing standards:
- Unlimited journeyman: Plumbing Journeyman and Natural Gas has 85 scored items, allows 180 minutes and requires 75% through October 31, 2026; its standard changes to 70% on November 1, 2026.
- Unlimited contractor: Plumbing Contractor and Natural Gas has 85 scored items, allows 180 minutes and requires 75% through October 31, 2026; its standard changes to 70% on November 1, 2026.
- Residential journeyman: Residential Journeyman Plumbing and Natural Gas has 85 scored items, allows 180 minutes and requires 75% through October 31, 2026; its standard changes to 70% on November 1, 2026.
- Residential contractor: Residential Contractor Plumbing and Natural Gas has 85 scored items, allows 180 minutes and requires 75% through October 31, 2026; its standard changes to 70% on November 1, 2026.
- Contractor law portion: Plumbing Business and Law has 50 scored items, allows 120 minutes and requires 75%.
The bulletin lists $92 for each examination portion. A journeyman therefore pays for one trade portion; a contractor normally pays for a trade portion and Business and Law. After a first failure, the wait is 30 days; after subsequent plumbing failures, it is 90 days. CIB plumbing FAQ
Contractor activation: The standard bond path is a $5,000 corporate surety bond payable to CIB. The standard insurance filing is a certificate showing at least $50,000 in general liability coverage. OAC 158:30-5-2
The rule also allows $5,000 cash or a $5,000 certificate of deposit under its filing conditions instead of a corporate surety bond. A separate clause permits lawful money or negotiable U.S. bonds under an approved written instrument. It waives bond and insurance when an eligible employer files the required affidavit, limits the contractor to plumbing work on property that employer owns, and assumes financial responsibility. An inactive contractor also does not file bond and insurance, but cannot practice as an active contractor.
Renewal, continuing education, and Arkansas reciprocity
The current CIB plumbing application lists $330 for Plumbing Contractor or Residential Plumbing Contractor applications, consisting of a $300 license fee and $30 processing fee. It lists $75 for Plumbing Journeyman or Residential Plumbing Journeyman applications, consisting of a $50 license fee and $25 processing fee. Those CIB amounts are separate from PSI’s $92-per-portion testing charge.
The current renewal form lists $200 for contractor renewal and $75 for journeyman renewal. After the 30-day late threshold, it lists totals of $300 for contractor and $100 for journeyman.
CIB publishes two instructions that apply to different renewal routes. For the current online-application workflow, CIB says no application paperwork is required in addition to the online application; insurance, CE and other renewal requirements still apply. The downloadable PDF is the paper-form route: if you use that form but pay its fee online, the form says you must still submit the form to CIB. Do not treat a payment receipt by itself as a completed renewal.
The general rule is six hours of continuing education every three years or 36 months before expiration. A licensee is exempt for three years from passing the current licensing exam. OAC 158:30-9-4 Only courses approved by the appropriate CIB industry committee count toward renewal requirements. CIB continuing education
Oklahoma has an Arkansas agreement that is not automatic reciprocity; a plumber must apply in the state where the plumber will work. CIB Arkansas reciprocity agreement An eligible applicant must have held the qualifying Arkansas or Oklahoma license for at least one year, hold at least an unlimited journeyman license, and have passed a plumbing licensing exam sponsored by Arkansas or Oklahoma. Eligible applicants can avoid the journeyman test, but they still must satisfy the destination state requirements.
