Overview
Oregon’s Building Codes Division (BCD) issues plumbing licenses to individuals and businesses, but the worker license and company authorization are separate. BCD says the division issues licenses for individuals and businesses and gives each license its own requirements. Oregon BCD licensing
For individual field work, Oregon law is direct: A person may not work as a journeyman plumber without an Oregon journeyman plumber license. Oregon Revised Statutes Chapter 693 An apprentice can work in the trade only under a licensed journeyman plumber’s supervision.
The practical filing order is: identify the individual license that covers the work, satisfy that license’s qualification and exam requirements, then identify the BCD contractor/business credential and broader contractor requirements for the company selling the work. The Oregon contractor-license guide covers that wider business layer.
Individual and Contractor Licenses
Oregon’s core individual classifications are not a simple apprentice-to-master ladder. The statutes identify several distinct roles:
- Apprentice plumber: a registered apprentice employed by a licensed plumbing contractor to assist a journeyman and learn the trade. The apprentice may work only under a licensed journeyman’s supervision.
- Journeyman plumber: the general individual license required to engage in the journeyman trade.
- Supervising plumber: the State Plumbing Board may issue this license to a journeyman who demonstrates competency in supervising work and in the governing laws, rules, ordinances, and practices.
- Limited specialty plumber: this credential authorizes work only in the specific branch for which it is issued.
The BCD individual-license page says each license entry provides its scope, minimum qualifications, governing Oregon Administrative Rule, application instructions, and next renewal date. Oregon BCD individual licenses Select the exact linked license title rather than borrowing requirements from another plumbing classification.
Oregon’s use of “supervising plumber” also matters for interstate comparisons. Do not translate another state’s “master plumber” label into Oregon authority without matching scopes and rules.
Experience, Exams, and Applications
A journeyman application is not just an exam registration. Oregon law requires an examination showing that the applicant is fit, competent, and qualified to work as a journeyman plumber. Oregon Revised Statutes Chapter 693
OAR 918-695-0030 allows exam eligibility through satisfactory completion of a minimum four-year Oregon plumbing apprenticeship or an equivalency path with at least 576 hours of academic training and 7,700 hours of qualifying on-the-job experience. Oregon Secretary of State, OAR 918-695-0030 The equivalency path specifies 3,850 residential and 3,850 commercial subject hours across listed work categories. Review those category minimums before assuming a total-hours record is enough.
The same rule offers an alternate route based on twice the equivalent experience in each listed work category, but that experience must have been lawfully obtained under a license whose scope includes Oregon journeyman-plumber work. Preserve apprenticeship records, academic hours, employment dates, supervisor and license details, and category-level experience evidence.
BCD says the passing score for all licensing exams is 75% or better. Oregon BCD licensing Oregon’s journeyman rule requires an approved written examination covering plans, calculations, trade tools and methods, plumbing code and rules, safety, hydraulics, and plumbing-related accessibility provisions. Oregon Secretary of State, OAR 918-695-0040 Passing does not authorize work until BCD issues the license.
ORS 693.135 sets a maximum—not necessarily current—journeyman-plumber application fee of $100. It sets a maximum plumbing-contractor application fee of $150. It sets a maximum supervising-plumber application fee of $50. Oregon Revised Statutes Chapter 693 Check the live application for the amount due.
The Business Layer
Oregon regulates the worker and the contracting business separately. The BCD contractor page says each contractor/business license entry includes its work scope and a link to the governing Oregon Administrative Rule. Oregon BCD contractor and business licenses
The plumber statute reinforces that split. A licensed plumbing contractor may not allow an unlicensed person to work as a journeyman. It also may not allow someone who does not meet apprenticeship requirements to work as an apprentice. Oregon Revised Statutes Chapter 693
Build a job-start gate around four checks: the worker’s individual license or apprenticeship status, the supervising relationship, the BCD business credential, and the project permit. A company operating across trades should not assume its plumbing setup covers electrical work; the Oregon electrician-license guide has a different credential structure.
Oregon’s statutes contain property-owner and activity-specific exceptions, but the exception section also preserves plumbing-inspection requirements in most cases. Verify both licensing and permit/inspection treatment before relying on an exception.
Reciprocity
Oregon’s published journeyman-plumber reciprocity agreements are with Idaho and Montana. Oregon BCD reciprocal licenses The path is for the Journeyman Plumbers (JP) license, not every plumbing specialty.
BCD says an applicant seeking a JP reciprocal license must submit the Reciprocal Plumbing License Application. Its reciprocity page explains that the agreements cover states with substantially similar licensing criteria and allow qualifying licensees to obtain Oregon credentials without taking the Oregon exam. It also warns that incomplete applications delay processing and fees are nonrefundable.
Do not infer reciprocity from geography or a similarly named license. Match the issuing state, JP classification, examination history, license status, and current BCD application. If you are moving from Washington, compare the separate Washington plumbing-license structure, but do not treat that page as proof of Oregon reciprocity.
Renewal and Continuing Education
Start renewal by checking continuing-education records. BCD says required CE must be registered in its system before a license can be renewed. Oregon BCD renewals
BCD allows online renewal within 45 days of expiration and says the expiration date appears on the front of the license. Oregon BCD renewals This corrects the broader licensing index’s 60-day wording: use the dedicated renewal page for the current online-renewal window.
CE is license-specific. BCD says most licenses require continuing education and that a three-year license cycle may require 24, 16, eight, four, or zero hours depending on the specialty. Oregon BCD continuing education Check the license record for the number and type of credits; only approved courses and providers count.
Do not work on an expired credential. BCD says a license holder must retest if the license has been expired for more than one year. Oregon BCD renewals
