How does Texas license plumbers?
Texas regulates plumbers statewide through the Texas State Board of Plumbing Examiners. TSBPE identifies four plumbing licenses: Tradesman Plumber-Limited, Journeyman Plumber, Master Plumber, and Plumbing Inspector. (TSBPE license types)
For a field plumber, the practical sequence starts with apprentice registration. Tradesman is an optional limited residential license rather than a mandatory stop before Journeyman. Master comes later, but a Master who will take responsibility for contracted plumbing work needs the separate Responsible Master Plumber designation. That distinction matters: the license ladder measures individual qualification, while the RMP designation assigns responsibility for a company’s plumbing work.
If you are comparing Texas with other states, start with our plumbing license roadmap. Texas uses statewide credentials, but the labels and authority are state-specific.
What are the Texas plumbing license levels?
The quickest way to understand the Texas ladder is to separate registration, licenses, and the RMP designation.
| Level | Current eligibility milestone | What it permits |
|---|---|---|
| Plumber’s Apprentice | Register before counting experience | Assist with plumbing under direct supervision |
| Tradesman Plumber-Limited | 4,000 hours plus the required training route | One- and two-family dwelling work under an RMP |
| Journeyman Plumber | 8,000 hours plus the required training route | Plumbing work under an RMP; may supervise apprentices |
| Master Plumber | Required time holding a Journeyman license | Broad plumbing work and supervision under an RMP |
| Responsible Master Plumber | Texas Master license, good standing, insurance, and designation | General supervision and management of contracted plumbing work |
TSBPE says hours worked before apprentice registration do not count toward Tradesman or Journeyman eligibility. (apprentice registration) Register before doing countable plumbing work, not when you are nearly ready to test.
Tradesman eligibility requires at least 4,000 hours plus either a board-approved 24-hour course or participation in an approved federal apprenticeship program. (Tradesman requirements) The Tradesman license covers one- and two-family dwellings under an RMP; work on other structures requires direct on-site supervision by a Journeyman or Master.
Journeyman eligibility requires at least 8,000 hours plus either a board-approved 48-hour course or participation in an approved federal apprenticeship program. (Journeyman requirements) The Journeyman page says the licensee may perform plumbing under an RMP and directly supervise apprentices on all job sites.
Master eligibility normally requires two years as a Journeyman; one year can qualify when paired with a U.S. Department of Labor-approved apprenticeship program. (Master requirements) A Master Plumber may install, change, repair, service, or renovate plumbing under the supervision of a Responsible Master Plumber. Master is therefore not the final business-responsibility step.
RMP eligibility requires a current Texas Master license in good standing and proof of at least $300,000 in commercial liability coverage. (RMP requirements) An RMP may serve as the RMP of record for only one company at a time.
Which plumbing endorsements does Texas offer?
TSBPE lists three endorsements: Medical Gas Piping Installation, Multipurpose Residential Fire Protection Sprinkler Specialist, and Water Supply Protection Specialist. (TSBPE endorsements) They are add-ons to a qualifying license, not substitutes for one.
The board’s listed eligibility pathways require a current Texas Master, Journeyman, or Inspector license; a 24-hour TSBPE-approved course is one route for each endorsement. The residential fire-sprinkler endorsement also recognizes certain State Fire Marshal licenses as a training alternative.
For working plumbers, the scopes are narrow and practical. Medical Gas covers qualifying medical-gas piping under an RMP who also holds the endorsement. The residential sprinkler endorsement covers multipurpose systems in one- and two-family dwellings under an endorsed RMP. Water Supply Protection covers qualifying rainwater plumbing and customer-service inspection certification described by the board. The RMP supervising endorsed work must hold the corresponding endorsement where the board requires it.
What are the renewal, education, fingerprint, and insurance rules?
Licenses renew annually, and licensees must complete six hours of continuing professional education to renew. (TSBPE renewal overview) First-time license expiration dates generally fall 6 to 18 months after the exam, except for Plumbing Inspectors, so do not assume the first term is exactly one year.
Endorsements renew every three years; medical gas endorsement holders need at least two continuing-education hours. Registrations renew annually. TSBPE says a credential expired for more than two years cannot be renewed and must instead be reinstated under current eligibility requirements. That makes a long lapse much more expensive than an ordinary late renewal.
Applicants and examinees must submit fingerprint data, but the board describes this as a one-time requirement for people who have already provided it. Each license page also lists late-renewal charges for credentials expired less than 90 days and more than 90 days.
At the RMP level, the insurance filing is part of eligibility and ongoing responsibility, not an optional business purchase. The board requires at least $300,000 in commercial liability coverage. Our general liability insurance guide explains what that policy does and does not cover.
How do you apply for a Texas plumbing license?
- Register first. Submit the apprentice application and fee before expecting work hours to count.
- Keep employer records. Tradesman and Journeyman exam applications require Employer Certification Forms with supporting documentation.
- Complete the applicable training path. The standard routes are the board-approved 24-hour course for Tradesman and 48-hour course for Journeyman; an approved federal apprenticeship is another route listed by TSBPE.
- Apply for the exam. Use the current board application, include supporting documents, resolve fingerprint requirements, and pay the listed application or exam fee.
- Wait for authorization. TSBPE’s forms notice says applicants receive instructions to schedule through Pearson VUE after an Authorization to Test is issued. (TSBPE printable forms)
- Pass and pay the initial license fee. Tradesman, Journeyman, and Master pages list a separate initial-license charge after successful examination.
- Add RMP only when needed. A qualifying Texas Master applies separately, uploads the insurance certificate, and pays the designation fee.
Do not use an old exam description as your study plan. The Authorization to Test and current board materials should control the scheduling and exam instructions for your application.
What does a Texas plumbing license cost, and how long does it take?
Texas now publishes concrete fees on each credential page. The figures below are board-listed amounts and exclude training tuition, fingerprint-vendor charges, and optional study materials.
| Credential | Application or exam | Initial credential | Regular renewal |
|---|---|---|---|
| Apprentice registration | $15 | Included | $15 |
| Tradesman Plumber-Limited | $36 | $35 | $35 |
| Journeyman Plumber | $40 | $40 | $40 |
| Master Plumber | $25 TSBPE processing + $128.50 Pearson VUE exam | $75 | $75 |
| RMP designation | $225 | Included | $300 |
The current apprentice page lists a $15 application and a $15 renewal. (apprentice fees) TSBPE currently lists the Tradesman exam at $36, the initial license at $35, and renewal at $35. (Tradesman fees) TSBPE currently lists the Journeyman exam, initial license, and renewal at $40 each. (Journeyman fees)
The Master page lists a $25 board processing fee, a $128.50 Pearson VUE exam fee, a $75 initial license, and a $75 renewal. (Master fees) The RMP designation costs $225 initially and $300 to renew, subject to the board’s renewal-period rule. (RMP fees) If an applicant adds RMP during the 90-day renewal window, the board says the $300 renewal fee applies instead of the $225 initial fee.
The timeline is driven by verified experience, not a calendar estimate. Tradesman starts at 4,000 hours and Journeyman at 8,000 hours. Master then requires time holding the Journeyman license. Budget the current fees, but protect the experience record first; our contractor license cost guide covers the other expenses that often sit outside a board fee table.
