Utah Plumbing License: DOPL Guide

Utah DOPL plumbing guide covering apprentice through master licenses, exam-versus-license hours, Prov’s 2026 document rule, renewal, and P200/P201.

How Utah’s plumbing-license system works

Utah licenses the worker and the contracting business separately. An individual moves through DOPL’s plumber ladder. A company selling plumbing contracts needs the matching contractor setup as well.

Utah has five plumber classifications: Apprentice, Journeyman, Master, Residential Journeyman, and Residential Master. (Utah plumbing exam information) The residential track is narrower; the journeyman and master track is the broader route.

Goal Individual credential Business layer
Learn under licensed supervision Apprentice Plumber Employer handles its own licensing obligations
Perform residential-scope plumbing Residential Journeyman P201 if the business contracts residential plumbing
Perform broader plumbing work Journeyman P200 if the business contracts general plumbing
Qualify a plumbing contractor Residential Master or Master, as applicable P201 or P200 contractor license

Preapproval for testing is not required. DOPL still tells candidates to wait to file the license application until all required exams and licensing requirements are complete. That makes exam eligibility and final licensure two separate checkpoints.

The apprentice-to-master ladder

The apprentice license starts the documented path. Apprentice applicants must have an employer complete and sign DOPL’s Verification of Supervision form. (Utah apprentice application) There is no exam requirement for the apprentice classification. (Utah plumbing exam information)

The working licenses then split:

  • Residential Journeyman uses the Utah Residential Plumber Written Exam and Utah Plumber Practical Exam.
  • Journeyman uses the Utah Plumber Written Exam and Utah Plumber Practical Exam.
  • Residential Master and Master use the Utah Master Plumber Law and Rule Exam. The practical exam is not repeated if it was already passed for the applicable journeyman license.

For full Master Plumber, DOPL lists either 4,000 hours of licensed journeyman experience as a supervisor, or a qualifying associate degree plus 2,000 supervisory hours. Every master applicant must pass the Utah Master Plumber Law and Rule exam. (Utah master-plumber application)

Choose the residential branch only if its scope matches the work you intend to build around. The general plumbing-license roadmap explains how apprentice, journeyman, and master roles usually fit together across states.

Exam eligibility is not the final license requirement

The full Journeyman Plumber application gives two licensure routes. The education route requires 576 classroom hours and 8,000 hours of licensed plumbing experience under a licensed journeyman or master plumber. The experience-only route requires 16,000 supervised licensed-plumber hours. Both routes require the Utah Plumber Theory and Practical exams. (Utah journeyman-plumber application)

DOPL’s exam page sets a separate testing-eligibility point. It lists seven semesters or competency-exam equivalence plus 6,000 hours as a licensed apprentice, or 16,000 apprentice hours. (Utah plumbing exam information) In plain English: the education-path candidate may be eligible to test at 6,000 hours but still needs the application page’s 8,000 hours for licensure.

Do not collapse those numbers into one requirement. Keep three records separately:

  1. Classroom semesters and hours.
  2. Licensed apprentice experience used for exam eligibility.
  3. Total supervised experience required for the final license application.

For Residential Journeyman testing, DOPL lists six semesters or competency equivalence plus 6,000 residential apprentice hours, or 12,000 residential apprentice hours. The required exams are the residential written test and the practical test.

The 2026 Prov registration process

DOPL says candidates do not need testing preapproval. It also says not to submit a license application until all required exams are passed and all other licensing requirements are met. (Utah plumbing exam information)

A 2026 registration change affects first-time candidates. Effective January 19, 2026, first-time Prov candidates must attach the Verification of Plumber Experience form to their exam registration. Out-of-state applicants who attended a trade program must also attach official transcripts. (Utah DOPL plumbing notice)

Use this order:

  1. Register as an apprentice and preserve supervision records.
  2. Track both classroom progress and licensed hours.
  3. At the exam-eligibility point, send Prov the required experience form and any required transcript.
  4. Pass the written and practical exams for your classification.
  5. Finish the higher licensure-hour requirement where it differs from testing eligibility.
  6. Apply to DOPL only after every licensing requirement is complete.

The exam result is not the license. The application review still tests education, hours, supervision, and classification fit.

When the business also needs P200 or P201

A worker credential does not by itself license a company to contract plumbing work. DOPL lists P200 General Plumbing Contractor and P201 Residential Plumbing Contractor among the classifications requiring the Utah contractor Business and Law exam. DOPL also says a master classification is needed for the plumbing contractor classifications. (Utah contractor exam information)

Plumbing contractors must complete a 30-hour pre-licensure course. The specialty-contractor application page also requires general liability coverage of at least $1 million per incident and $2 million total, with DOPL listed as certificate holder. (Utah specialty-contractor application)

The business also needs entity registration where applicable, an EIN or qualifying sole-proprietor setup, and workers’ compensation coverage if it has employees. A no-employee applicant needs a workers’ compensation coverage waiver.

Build the business side in parallel with the individual master path. The Utah contractor-license guide covers that company application in more depth, and the contractor-license cost checklist helps budget costs outside the plumber credential.

Renewal fee, cycle, and continuing education

Utah plumbing licenses renew by November 30 of even-numbered years. DOPL currently lists a $74 renewal fee. (Utah plumbing renewal page)

The continuing-education requirement is 12 approved hours per licensing cycle: eight core hours and four hours that may be core or professional. (Utah plumbing continuing education)

DOPL warns that application fees and requirements may change and tells applicants to use the current application from its site. (Utah DOPL plumbing page) For that reason, this refresh does not carry forward the old $116 application figure without a current readable fee line.

A realistic budget may also include Prov exam charges, transcripts, the contractor Business and Law exam, the 30-hour contractor course, entity registration, insurance, and workers’ compensation or waiver work. Do not mistake the plumber renewal fee for the cost of maintaining the contracting business.

How out-of-state endorsement works

Utah handles out-of-state applicants through classification-specific endorsement maps, not a blanket reciprocity promise.

For Journeyman Plumber, DOPL tells applicants to review the endorsement map. If the other state has no Utah-equivalent license, the applicant must meet Utah’s ordinary licensing requirements. If the map shows an equivalent license, the applicant requests official verification from that state and uploads it or has it sent to DOPL. (Utah journeyman endorsement instructions)

Master applicants follow the same map-and-verification process, but all Master Plumber applicants must pass the Utah Master Plumber Law and Rule exam. (Utah master endorsement instructions)

Read the map for the exact Utah classification you want. A residential equivalent is not automatically a full journeyman or master equivalent.
