West Virginia Electrician License: Worker and Firm Rules

See West Virginia electrician requirements for workers and firms, the master path, dual business-license checks, fees, renewal, and reciprocity.

Do You Need a West Virginia Electrician License?

Generally, paid electrical work requires a State Fire Marshal credential, and covered contracting activity can trigger a separate Article 42 business license. West Virginia law bars electrical work for compensation or hire unless the person, firm, or corporation has a State Fire Marshal license and certificate. (West Virginia Code §29-3B-2)

A Fire Marshal file is not limited to individual workers. A firm or corporation may apply for, receive, and hold a valid Fire Marshal electrician license, but that entity credential does not excuse its electricians or subcontractors from holding the appropriate journeyman or master license. (103 CSR 5 §3)

Other exemptions cover defined owner work, certain employees, utilities, government work, appliance work, and qualifying low-voltage work. (West Virginia Code §29-3B-3) Read the actual exemption before relying on it; the contractor-law dollar threshold does not create a blanket electrician-license exemption.

The former contractor-license section at §21-11-6 is now marked “Repealed.” (West Virginia Code §21-11-6) The operative contractor provisions now sit in Chapter 30, Article 42. For a covered firm, that means as many as three checks: the firm’s Fire Marshal license, each worker’s proper credential or exemption, and the entity’s Article 42 contractor authority.

Electrician Credential Classes

State law authorizes master, journeyman, temporary, and additional specialty electrician licenses. (West Virginia Code §29-3B-4) The active Fire Marshal rule adds the working definitions and supervision limits.

Class or role Current rule
Assistant/helper May directly assist a master or journeyman, but may not work unsupervised or in an NEC hazardous area.
Journeyman May perform covered installation work subject to master supervision; may not design an electrical system.
Master May design systems and instruct and supervise journeymen and helpers.
Specialty Limited to the named scope, such as HVAC-related, sign, single-family dwelling, low-voltage, or elevator work.
Temporary One-time, nonrenewable 90-day credential available only under the rule’s stated education and experience conditions.

One master or journeyman may supervise no more than three assistant/helper electricians on a job site. (103 CSR 5 §2)

For helper reliance, post the supervising master’s or journeyman’s electrician license. The rule defines posting as placing a copy of the electrician license on every job site, while an assistant/helper has no license and must work in direct contact with and under the direct supervision of a licensed master or journeyman. (103 CSR 5 §2) Section 3 also requires a copy of the license on a paid electrical job. (103 CSR 5 §3)

A firm or corporation may apply for, receive, and hold a valid Fire Marshal electrician license; its electricians and subcontractors still must hold the appropriate journeyman or master electrician licenses. (103 CSR 5 §3) This is why the state system cannot be reduced to an individual credential on one side and a business credential on the other.

West Virginia Journeyman Requirements and Exam

The active qualification rule is 103 CSR 5, effective May 1, 2024. The Secretary of State lists that version as active and a newer filing as “In Progress,” so applicants should not substitute the pending version for the rule in force. (West Virginia Secretary of State rule record)

Journeyman qualification routes

The active rule says a journeyman applicant must meet one of three routes:

  1. at least one year as an assistant/helper performing electrical work under a master or journeyman;
  2. completion of a U.S. Department of Labor/Bureau of Apprenticeship and Training registered electrical apprenticeship; or
  3. completion of an approved West Virginia electrical vocational program of at least 1,080 hours, including the program conditions, final written and practical tests, and an instructor competency affidavit stated in the rule.

(103 CSR 5 §4) The apprenticeship and vocational routes are alternatives in the rule, not extra requirements imposed on every one-year helper applicant.

Application checklist

Before authorization to test, the applicant must provide the license class, a nonrefundable $25 application-review fee, and an experience and qualification history matching the level requested. Applicants generally must be 18 to test or receive a license, with a narrow exception allowing a student currently in an approved West Virginia vocational program to test before 18 but not receive the license until 18. The rule requires the examination request at least 10 working days before the next scheduled exam and requires the authorization form at the test site. (103 CSR 5 §5)

The application documents the evidence; the active rule supplies the qualification standard. The Fire Marshal may request affidavits or other documents from former employers, electricians, engineers, or other people who know the applicant’s qualifications. (West Virginia Code §29-3B-5)

Exam and current schedule

The examination is derived from the National Electrical Code and requires at least 70% to pass. The rule permits either a private testing agent or a Fire Marshal-administered exam, but the current public agency materials do not name a private exam vendor. (103 CSR 5 §5)

The official 2026 schedule lists Fire Marshal exam dates in Charleston, Beckley, Clarksburg, Martinsburg, and Wellsburg. (2026 exam dates and locations) Use that current schedule rather than an old third-party bulletin.

Master Electrician vs. Electrical Contractor

The code defines a master electrician as a person with at least two years of electrical work experience, including all phases of wiring and installation, who is competent to design systems and supervise electrical workers. (West Virginia Code §29-3B-2) That statutory definition describes the class.

For a master application, the active rule is more specific: the applicant must have two years of experience as a journeyman electrician, with work broad and independent enough to show competency across electrical work and supervision. (103 CSR 5 §4) Do not read the broader statutory definition as permission to use any two years of electrical experience for the master exam.

The contractor license is business authority under a different article. The statutory contractor definition reaches an undertaking costing at least $5,000 for residential work or $25,000 for commercial work. (West Virginia Code §30-42-3) A person may not act or bid as a contractor at that level without an Article 42 license. (West Virginia Code §30-42-6)

Run three checks before a bid:

  • Does the person, firm, or corporation taking the electrical work need its own Fire Marshal electrician license under Article 3B and 103 CSR 5?
  • Does every electrician or subcontractor performing the work hold the appropriate journeyman or master credential, or fit a stated exemption?
  • Does the person or entity taking the contract also need a Contractor Licensing Board license under Article 42 based on project value and business structure?

A covered firm can need both agency files at once, and neither file replaces the workers’ credentials. An entity must have an officer who holds the contractor license. For that relationship, read how a qualifying party works. Contractors crossing the border should compare Virginia electrician licensing rules without assuming that license carries into West Virginia.

Application, Fees, Renewal, and the Business License

Electrician file: the Fire Marshal’s online portal now accepts electrician applications and renewals. (Regulatory and Licensing Division) An individual submits the class, $25 review fee, experience evidence, and any route-specific apprenticeship, vocational, testing, or affidavit records required by 103 CSR 5. A firm or corporation doing paid electrical work should determine whether it must also apply for and hold a Fire Marshal electrician license; an entity license does not replace the proper journeyman or master credentials for its electricians and subcontractors. (103 CSR 5 §3)

A master applicant must document two years of experience as a journeyman electrician under §103-5-4.1, not merely two years of unspecified electrical work. (103 CSR 5 §4) After a passing exam, the rule requires payment of a license fee before issuance, but the active public rule does not state a separate dollar amount for that initial issuance fee. Confirm the amount displayed in the state portal before payment. (103 CSR 5 §5)

Electrician renewal: all Fire Marshal electrician licenses expire June 30. The active rule permits annual renewal, or renewal for up to three years, at $50 per year. A license not renewed on time may be renewed within the licensure year by paying the $50 license fee plus a $50 penalty, and no electrical work may be performed while it is expired. (103 CSR 5 §7)

The active renewal section lists the application and fee but does not list continuing education as a renewal condition. That is different from guessing that CE is required. Applicants licensed through the occupational-mobility provisions should review §103-5-6.3.12 separately because that subsection tells those licensees to comply with any relevant continuing-education requirements established by the board. (103 CSR 5 §6)

Article 42 contractor-business file: apply to the Contractor Licensing Board if the work meets the Article 42 contractor definition. A firm, partnership, corporation, association, or other entity may not engage in contracting unless an officer holds a contractor license. (West Virginia Code §30-42-6) The contractor statute generally requires an examination and limits one license holder to one business entity at a time. (West Virginia Code §30-42-7)

Before a covered project receives a building permit, the applicant must show a valid contractor license or file an affidavit that contractor licensure does not apply. (West Virginia Code §30-42-10) A contractor license expires one year after issuance. (West Virginia Code §30-42-8)

Keep the files coordinated rather than treating them as substitutes. A covered entity may need both the Fire Marshal electrician file and the Article 42 contractor-business file, while every electrician and subcontractor remains appropriately licensed or exempt.

Reciprocity Uses Two Separate Reviews

For an electrician credential, the Fire Marshal shall grant the same or equivalent class without a written examination when the applicant provides satisfactory proof of safe and competent qualifications, remains in good standing in every jurisdiction where licensed, and pays the required fee. (West Virginia Code §29-3B-4) This is a mandatory direction when every statutory condition is met, not unconditional or automatic reciprocity.

Contractor-license reciprocity is separate. The Contractor Licensing Board may issue an equivalent license without written examination when the other state takes similar action and the applicant proves equal qualifications and satisfies the statute. (West Virginia Code §30-42-18)

Send evidence for the credential being reviewed. An out-of-state electrician card, a firm-level Fire Marshal credential, and an out-of-state contractor-business license are not interchangeable.

West Virginia Electrician License FAQ

Who issues electrician licenses in West Virginia? The State Fire Marshal administers electrician licensing. Its rule allows a person, firm, or corporation to hold an electrician license, while the Contractor Licensing Board handles the separate Article 42 contractor-business license.

Can I do a small paid electrical job without a license? Do not rely on the contractor dollar threshold alone. Section 29-3B-2 generally requires a Fire Marshal credential for paid electrical work unless a stated exemption applies.

What qualifies someone to take the journeyman exam? Active 103 CSR 5 §4 provides three routes: one year of supervised helper experience, completion of a registered electrical apprenticeship, or completion of the rule’s approved 1,080-hour vocational path and related conditions. The rule governs qualifications; the portal application collects documentation and process information.

What experience is required to apply for a master electrician license? Active 103 CSR 5 §4.1 requires two years of experience as a journeyman electrician. That application standard is more specific than the general master definition in §29-3B-2.

When does an electrician license renew? Fire Marshal electrician licenses expire June 30. The active rule sets a $50 annual renewal fee and permits payment for up to three years. Its general renewal section does not list a continuing-education requirement.

Does West Virginia accept an out-of-state license? For electrician licensing, the Fire Marshal shall grant the same or equivalent class without a written exam when all statutory proof, competency, good-standing, and fee conditions are met. Contractor-business reciprocity is a separate review.

Can a city require another electrician competency license? A locality may not require another electrician license or evidence of competence from a person or business holding a current state electrician license. (West Virginia Code §29-3B-9)
